Thimbleweed Park : Is the coroner truly the sheriff or what ?

If truly Thimbleweed Park characters are in a videogame, how is it possible that the Coroner should make a mistake ? If the sheriff, the coroner and the hotel manager are programmed to say "a-reno," "a-who" and "a-boo" how could the Coroner clumsily betrays the fact that he also is the sheriff by saying "a-reno" at some point ? That kind of mistake is typically human. A programm would shift from "sheriff mode" to "coroner mode" and would never make the mistake. Yes, I know, of course they ARE in a videogame, but I'm talking about Thimbleweed Park being a representation of a reality VS of a simulation.
